    About Minabua

Minabua – a kampung in Mimika Baru District, Kabupaten Mimika, Papua Tengah Province

Minabua is an Indonesian kampung (village) located in Mimika Baru District, Kabupaten Mimika, Papua Tengah Province, in the southern part of the Papua macroregion. It is situated along the Timika–SP5 main road and administratively belongs to Mimika Baru District, which is also the capital district of Kabupaten Mimika. Papua Tengah became an independent province in 2022 when three new provinces were separated from the former Papua Province, including Papua Tengah, under Law No. 15 of 2022. The capital of Kabupaten Mimika, located in the southern part of the province, is Timika, and the kabupaten's topography is characterized by swamps, rivers, and coastline. Minabua's coordinates are −4.5338° south latitude, 136.8375° east longitude.

    General overview

In the Indonesian administrative system, Minabua is a kampung (desa/kampung) classification unit that was established as an independent administrative unit in 2014 — previously it was part of the neighboring Kelurahan Timika Jaya, and became a separate kampung under Local Regulation (PERDA) No. 11 of 2011. According to the 2017 census survey data, the kampung's population was 4,922 inhabitants and 2,252 households. The majority of the population is engaged in agriculture. Mimika Baru District — of which Minabua is also a part — is the capital district of Kabupaten Mimika: it currently comprises 11 kelurahans and 3 kampungs/desas, including Minabua. The district's total population according to official district website data is 145,570. The boundaries of Mimika Baru District are: to the north Tembagapura District, to the west Kuala Kencana District, to the south Mimika Timur and Mimika Timur Jauh Districts, and to the east Agimuga District. Minabua is particularly known for its transparent handling of public funds: the kampung won Kabupaten Mimika's best village governance award in consecutive years in 2017 and 2018, and ranked third among approximately 16,000 kampungs in the province of Papua at that time in the ranking of village governance fund management. The amount of village governance funds disbursed in 2017 was 930 million rupiah. The kampung's organizing body (Bamuskam) involves every residential community unit (RT) in developing development plans through annual planning consultations (Musrenbangkam). From the village governance fund, support was provided to school dropouts, and internet connection, computers, and printers were made available in the kampung's community hall for students.

    Real estate and investment

No independent, kampung-level source is available regarding Minabua's real estate market; the following describes the broader context of Kabupaten Mimika and Mimika Baru District. Kabupaten Mimika's economy is fundamentally determined by mining: the Grasberg mine operating in Tembagapura District, operated by PT Freeport Indonesia, is one of the world's largest gold and copper deposits. This economic background has made Timika city — and its broader surroundings, including the area of Mimika Baru District — one of the most dynamic labor markets and infrastructure-developed regions of the Papua region. According to 2024 data, Kabupaten Mimika has approximately 318,679 inhabitants, and the kabupaten is regarded as one of the wealthiest regions of the Papua region. Moses Kilangin Airport is also located in Mimika Baru District, creating a favorable transportation situation for the region. As a general framework of Indonesian real estate property rights rules, it should be noted that foreigners cannot acquire full property rights (Hak Milik) in Indonesia; for them, primarily the forms of Hak Pakai (usage rights) and Hak Sewa (lease rights) are available, but their detailed provisions require legal advice. Real estate market dynamics in the broader Mimika Baru District depend primarily on proximity to Timika city and the employment demand generated by the mining sector.

    Safety and security

No independent, kampung-level statistical source is available regarding Minabua's public safety. Regarding the broader Kabupaten Mimika, it is generally known that the security situation in the region is complex: the kabupaten may be characterized by occurrences of tribal conflicts, which are documented factors in the Indonesian media in the region. As a result, the security assessment of Kabupaten Mimika may differ from the Indonesian average. In May 2026, Kabupaten Mimika's DP3AP2KB authority held a coordination event in Minabua on preventing violence against women and children, which indicates that the authorities are actively addressing community security issues in the kampung. For travelers and those considering settling there, it is recommended to monitor the most recent information from official sources.

    Tourist attractions

Minabua kampung does not have independent, identifiable tourist attractions from sources. The broader Kabupaten Mimika offer, however, contains several verifiable attractions. Part of Lorentz National Park is located within the kabupaten, which can be approached by motorboat or plane from Agimuga District, and is characterized by natural diversity mentioned in Indonesian sources — vegetation, birdlife, fauna, and local culture. On Kabupaten Mimika's territory stands Indonesia's highest mountain peak, Puncak Jaya, which has a perpetual glacier; this is a significant natural endowment at the Papua Tengah Province level. The presence of PT Freeport Indonesia, which operates the Grasberg mine, has also shaped the region's character, although this is not a traditional tourist destination. Minabua itself is located near Moses Kilangin Airport, which is situated in Mimika Baru District, thus air access to the kabupaten is ensured.

    Summary

Minabua is a relatively young kampung that became independent in 2014, located in Kabupaten Mimika's capital district, situated along the Timika–SP5 main road in the southern part of Papua Tengah Province. The kampung is primarily known at the kabupaten level for its agricultural population of several thousand and for the transparent, award-winning management of village governance funds. Its broader environment is characterized by an economy determined by mining, diverse natural endowments, and a complex security situation, which together shape the region's long-term development prospects.

Mimika Baru – The Growth Zone Powering Timika's Expansion

Mimika Baru – New Mimika – is one of the most actively developing districts in the Timika metropolitan area, positioned in the broader urban zone surrounding Central Papua's most dynamic city. The "Baru" (new) designation reflects the district's character as a growth area, where Timika's expansion from a small administrative post into a major Indonesian city has driven rapid residential, commercial and infrastructural development. The Grasberg mine complex – the economic engine of the entire regency – has made Timika one of the most prosperous cities in Papua, with per capita income levels and commercial development that compare favourably with second-tier cities in other Indonesian provinces. Mimika Baru participates in this economic dynamism: new housing estates targeting mine workers, government employees and the growing service sector; commercial developments along main roads; and the infrastructure of a modern Indonesian urban district including schools, healthcare facilities, markets and government offices. The population is highly diverse, reflecting Timika's multicultural character – indigenous Amungme and Kamoro alongside Javanese, Bugis, Makassarese, Ambonese and dozens of other Indonesian ethnic groups who have come to Mimika for economic opportunity.

    Tourism & Attractions

Mimika Baru is a functional urban district rather than a tourist destination, but its location near Moses Kilangin Airport makes it part of the first impression of Timika for most visitors. The airport area has commercial facilities, hotels and the transport connections that make Timika the logistics hub for all of Central Papua. From Mimika Baru, the city's attractions are accessible: the diverse Timika market, the Kamoro Cultural Centre, good restaurants serving Indonesian food from multiple regional traditions, and the commercial life of a resource-boom city. The airport road corridor has become one of Timika's main commercial strips, with hotels, shops, restaurants and service businesses lining the route from the airport to the city centre.

    Real Estate Market

Mimika Baru has the most active formal property market of any district in this guide outside the Timika core urban area. The combination of airport proximity, new residential development and commercial corridor growth creates genuine demand for both commercial and residential property. New housing estates in the district offer properties with formal HGB titles targeting the mine worker and government employee market. Land values near the airport corridor and main roads are significant by any Central Papuan standard. Rental demand is strong: the constant flow of mine contractors, government visitors and business travellers creates a rental market for both short-term accommodation and longer-term residential rental. Due diligence on property titles is essential, as the overlap between formal titles and residual customary claims creates complexity in the Timika area.

    Rental & Investment Outlook

Mimika Baru has the strongest investment case of any district in this guide, driven by its urban position in Indonesia's highest-income regency in Papua. The mine economy creates reliable, high-income demand for housing, commercial space and services. Rental yields in the Timika area are among the highest in Papua. The airport proximity creates a specific niche for short-stay accommodation serving the constant traffic of contractors, government officials and business people who transit through Timika. Commercial property investment along the airport corridor benefits from the high footfall and spending power of the mine workforce. Long-term risk is the eventual maturation of the Grasberg mine, but this horizon is still measured in decades and the Indonesian government's development investments in Timika suggest the city's trajectory is not solely mine-dependent.

    Practical Tips

Mimika Baru is easily accessed from Moses Kilangin Airport, which has daily flights to Jakarta, Makassar and other Indonesian cities. Hotels in the airport area range from budget guesthouses to business-class properties. For property enquiries, engage a local licensed property agent or notary with experience in Mimika land transactions. The Agrarian Office (BPN) in Timika can verify title status. The Timika property market is active but legally complex – never purchase land without professional legal advice on the title. The hot, humid climate of the Timika lowlands requires light clothing and consistent hydration. Timika has a generally good security environment, but normal urban precautions apply.
