Minas Barat – village in the Kecamatan Minas oil region, Kabupaten Siak
Minas Barat is a village in Kecamatan Minas, Kabupaten Siak, Riau Province, Indonesia. The village is located in central Sumatra, near the Equator, at approximately 0.76°N latitude and 101.44°E longitude. Its territory borders Kampung Sungai Mandau to the north, Kampung Minas Timur and Kampung Mandiangin to the east, Kelurahan Minas Jaya and Kampung Rantau Bertuah to the south, and Kampung Belutu and Kampung Sam-sam to the west. Before the introduction of regional autonomy (Otonomi Daerah), Minas Barat formed part of Kecamatan Mandau in Kabupaten Bengkalis. Following autonomy reforms, Kabupaten Bengkalis was divided and Siak became an independent kabupaten; among the settlements of the newly established Kecamatan Minas are Minas Timur, Minas Barat, Kandis, Sam-sam, Belutu, Rantau Bertuah, and Mandiangin.
General overview
Minas Barat is the territorially largest village in Kecamatan Minas: it is divided into 6 RW (rukun warga) and 23 RT (rukun tetangga). The village has an area of 30,000 hectares, the majority of which is flat land under agricultural cultivation. According to BPS statistics from 2016, the total population of the broader Kecamatan Minas was 28,947, with an average population density of 38 per km² and an average of 4 persons per household. Kota Minas is one of Riau's most dynamically developing regions. This is primarily due to the petroleum reserves found in the district: Kecamatan Minas is known as one of Indonesia's and indeed Southeast Asia's largest oil-producing regions. The Minas oil field — together with Duri and Dumai — produced an average of 200,000–400,000 barrels of crude oil per day between the 1970s and 1980s, which represented a significant contribution to Indonesia's total production. Minas Barat's postal code is 28685.
Real estate and investment
Village-level real estate market data for Minas Barat are not publicly available, so the following reflects the broader context of Kabupaten Siak. In Kabupaten Siak, Riau, numerous residential properties are available at prices around 150 million rupiah. The kabupaten is currently attracting the attention of increasing numbers of prospective homebuyers; subsidized housing available in the area starts at 110 million rupiah, advertised through the Sikumbang system. The appeal of Kecamatan Minas is shaped by both its industrial background and its proximity to Pekanbaru, the provincial capital. The distance from the Pertamina Hulu Rokan (PHR) centre in Rumbai to Minas is approximately 25 kilometres. From an investment perspective, it should be noted that in Indonesia, foreigners generally cannot acquire full ownership (Hak Milik) of real estate; for them, primarily Hak Pakai (usage rights) and Hak Guna Bangunan (building rights) are available, which are time-limited and renewable. These rules apply uniformly throughout the country and thus also apply in Kabupaten Siak and Kecamatan Minas. Minas Barat village's 2024 Dana Desa (village fund) allocation was 1,490,204,000 rupiah, disbursed in two instalments. This figure serves as a reference point for the scale of the village's public finances, though it does not substitute for market data characterizing local real estate prices.
Safety and security
Independent public security statistics for Minas Barat village are not publicly available, so the following is based on generally known characteristics of the broader region. Kabupaten Siak and Kecamatan Minas are an industrially active, relatively densely infrastructured district, characterized for many decades by the presence of the hydrocarbon industry. Along the road from Rumbai to Minas, black oil pipelines running above ground are clearly visible, passing between palm plantations and forests — this industrial presence also brings more developed transportation infrastructure. Riau Province in general is considered a relatively low-risk region with relatively stable public security compared with other regions of the country; however, as with other rural districts in Indonesia, police presence and rapid-response capacity may be more limited in isolated villages. In the absence of settlement-level crime data, it can be stated generally that observance of standard Indonesian precautions during travel and stay is recommended.
Tourist attractions
No independently verifiable tourist attractions have been identified in Minas Barat village itself. Considering Kecamatan Minas as a whole, however, several verified points of interest can be identified. Located in the district is the Pusat Latihan Gajah (PLG) Minas, or Minas Elephant Training Centre: situated in Kecamatan Minas, Kabupaten Siak, approximately 30–45 minutes by car from Pekanbaru city, it is located in the middle of a forested nature reserve and provides care for critically endangered Sumatran elephants. The facility was established by the Kementerian Lingkungan Hidup dan Kehutanan (Ministry of Environment and Forestry) for conservation purposes; it cares for elephants that have previously been rescued from human-wildlife conflict or freed from poachers. The conservation area is crossed by the Pekanbaru–Dumai toll road (Tol Permai), located at the 12-kilometre marker. Also belonging to Kecamatan Minas is the lake known as Danau Telago Batin Bungsu, situated in Kampung Minas Jaya: the area surrounding the lake covers 100 hectares and is managed by local tourism and youth organizations. Another significant historical monument in Kecamatan Minas is the monument to the first Minas oil well (Minas No. 1): the well location was designated in March 1941, drilling began on 10 December 1943 and was completed on 4 December 1944, reaching a depth of 800 metres. This historic well is located in Kecamatan Minas, approximately 44 kilometres from Pekanbaru city. The eternal flame for the opening of the 2012 XVIII Pekan Olahraga Nasional (PON) was taken from this monument site on 6 September 2012.
Summary
Minas Barat is the territorially largest village in Kecamatan Minas, Kabupaten Siak, in the Sumatran region of Riau Province. The village is located in a district of both industrial and historical significance: the neighbouring Kecamatan Minas was counted for decades as one of Southeast Asia's most important oil-producing regions, and this background continues to shape the district's infrastructure development and economic dynamism today. From a tourism perspective, the most significant sites — the elephant training and conservation centre, Danau Telago Batin Bungsu lake, and the oil well monument — are located not directly in Minas Barat village but within the broader Kecamatan Minas territory. Reliable village-level data on real estate markets and public security are currently limited in availability; based on information available at the Kabupaten Siak level, the district offers residential property supply in affordable price categories.
