The natural environment fundamentally shapes local livelihoods: the tribal communities living in Pegunungan Bintang maintain lifestyles closely tied to nature—they engage primarily in agriculture, cultivating plants such as sweet potato, taro, and various vegetables, supplementing their livelihood through hunting and gathering. Among the indigenous peoples living in the regency, the Ngalum tribe is the most populous: the identity of Kabupaten Pegunungan Bintang is strongly shaped by the Ngalum presence as the majority ethnic group, alongside other tribes such as the Ketengban and Murop. According to available reports, the indigenous Ngalum communities living in Kecamatan Oksop numbered over 3,300 people. Safety and security
Multiple verifiable sources over recent years have documented an extremely serious security situation affecting Kecamatan Oksop and Mimin within it. On November 28, 2024, residents of Kampung Mimin—together with residents of Kampung Oksop, Kampung Atener, Kampung Alutbakon, and Kampung Oktumi—fled to the forest and to Oksibil after Indonesian military (TNI) personnel appeared in the area searching for members of the TPNPB (Tentara Pembebasan Nasional Papua Barat) armed group. On January 18, 2025, and February 22, 2025, the Indonesian military carried out operations in Oksop District, during which civilian residences sustained damage in Mimin village. Since December 9, 2024, military personnel have occupied the GIDI Ephesus temple located in Mimin village and have used it for billeting purposes. Komnas HAM (National Human Rights Commission) recorded a total of 85 cases linked to armed conflict and violence across Papua from January through December 2024. In June 2025, a report arrived stating that eight civilians died in refugee camps located in Kecamatan Oksop, primarily due to lack of access to healthcare. The situation that has developed is characterized by partly contradictory narratives: some sources attribute the flight to TNI presence, while other sources cite intimidation by TPNPB armed personnel as the cause. As a consequence of the security situation, some residents of Kampung Mimin and Kampung Alutbakon have been forced to relocate to nearby villages—Oktumi, Bumbako, Yumakot—and to the center of the Oksibil area. In summary, the Kecamatan Oksop area—and Mimin within it—is classified as a critical security zone from late 2024 through mid-2025; consultation with up-to-date, local sources regarding the precise development of the situation is recommended.
Tourist attractions
No identifiable, named tourist attraction can be identified from sources within Mimin itself. At the broader Kabupaten Pegunungan Bintang regency level, however, numerous verifiable natural and cultural values have been documented. The Puncak Mandala rises within the regency's territory, making it Indonesia's second-highest peak, with snow found on its perpetually snow-covered summit. The Gua Emok Tum cave in Kabupaten Pegunungan Bintang preserves traces of prehistoric human activity: researchers have identified charred wood fragments and bones of small marsupials within it. Gua Okip is a deep natural cave with distinctive stalactite formations. In the Oksibil area, several waterfalls originating from underground sources are found; among those with documented names are Air Terjun Kolbung, Tembung, Anorbung, Kukop Bung, and Okbon Bung. Culturally, the traditions of the Ngalum tribe constitute the regency's most significant heritage: local communities employ the Appol traditional leadership system, which regulates social order and customary law. Tarian Oksang is a distinctive traditional dance of the Ngalum community, deeply symbolic in character, bearing meanings connected to water and tribal worldview. Oksibil, as the regency's seat, is most easily reached by air from Oksop District; flight schedules to the region's more distant districts are regularly affected by weather, and flights may be unexpectedly cancelled. Due to the security situation, the Kecamatan Oksop area is not currently recommended as a tourist destination.
