    About Mimin

Mimin – a small village in the mountains of Kabupaten Pegunungan Bintang, in Kecamatan Oksop

Mimin is a small village (kampung) that belongs to the administrative unit of Kecamatan Oksop, in the territory of Kabupaten Pegunungan Bintang (also known as Bintang Mountains Regency), in Highland Papua (Papua Pegunungan) province, in Indonesia's Papuan macroregion. Based on its coordinates (approximately 4.48° south latitude, 140.24° east longitude), it is located in the eastern interior highlands of the regency. Kabupaten Pegunungan Bintang became an independent regency on December 11, 2002, when it was separated from the north-eastern districts of Jayawijaya Regency. Its administrative seat is a village group distinct from Oksibil, while the regency's administrative center is the city of Oksibil itself. The regency has a total area of 15,683 km², and according to the 2020 census had 77,872 inhabitants, with an official estimate for mid-2024 showing 114,581 residents. No independent, settlement-level statistical source is currently available for Mimin village; the description below therefore relies on verifiable data at the level of Kecamatan Oksop and Kabupaten Pegunungan Bintang, with this limitation noted throughout.

    General overview

Mimin is one kampung of Kecamatan Oksop, one of five villages belonging to the district: Kampung Mimin, Kampung Oksop, Kampung Atener, Kampung Alutbakon, and Kampung Oktumi. Kecamatan Oksop itself is one district of Kabupaten Pegunungan Bintang, created as a former part of Oksibil District. Mimin is not among the places widely known or frequently visited by tourists in Indonesia; considering the regency as a whole, population density is extraordinarily low—approximately 5–6 persons per square kilometer when total area is considered. The population is concentrated mainly in Oksibil District, which serves as the administrative and economic center, while in other districts settlements are scattered in remote, difficult-to-access mountain valleys. The vast majority of the regency's territory is mountainous: most of Kabupaten Pegunungan Bintang lies between 400 and 4,000 meters above sea level. The natural environment fundamentally shapes local livelihoods: the tribal communities living in Pegunungan Bintang maintain lifestyles closely tied to nature—they engage primarily in agriculture, cultivating plants such as sweet potato, taro, and various vegetables, supplementing their livelihood through hunting and gathering. Among the indigenous peoples living in the regency, the Ngalum tribe is the most populous: the identity of Kabupaten Pegunungan Bintang is strongly shaped by the Ngalum presence as the majority ethnic group, alongside other tribes such as the Ketengban and Murop. According to available reports, the indigenous Ngalum communities living in Kecamatan Oksop numbered over 3,300 people. In Mimin village and the broader Kecamatan Oksop area, both GIDI (Gereja Injili Di Indonesia) and the Catholic Church are present: some inhabitants of the district follow the Catholic faith and belong to the parish community known as Paroki Roh Kudus Mabilabol Oksibil stasi Kandang Betlehem.

    Real estate and investment

No independent real estate market data is available for Mimin village; the following paragraphs describe the economic and infrastructural context at the level of Kabupaten Pegunungan Bintang regency. Across the regency as a whole, economic activity is extremely limited, primarily due to mountainous topography. Areas distant from Oksibil are accessible almost exclusively by air, as land connections are severely restricted and are regularly interrupted by dense forests, rivers, and steep mountainsides. Of the 34 districts in Kabupaten Pegunungan Bintang, only 4 have developed road infrastructure. This circumstance alone fundamentally constrains real estate investment opportunities in non-central areas of the regency, including in Kecamatan Oksop. The regency's agricultural endowments are noteworthy: in higher-elevation areas, arabica coffee is cultivated, along with cabbage, tomatoes, carrots, and other vegetables suited to highland climates. Pig farming is the most widespread livestock sector in Kabupaten Pegunungan Bintang. In Indonesia, foreign natural persons cannot acquire full ownership rights (Hak Milik) to land; for them, longer-term lease arrangements (Hak Pakai or Hak Sewa) are most accessible, with details requiring separate legal examination in each specific case. Due to this degree of infrastructural isolation and the prevailing security situation (see following section), Mimin and the broader Kecamatan Oksop area are not currently considered regions where institutionalized real estate market transactions occur regularly.

    Safety and security

Multiple verifiable sources over recent years have documented an extremely serious security situation affecting Kecamatan Oksop and Mimin within it. On November 28, 2024, residents of Kampung Mimin—together with residents of Kampung Oksop, Kampung Atener, Kampung Alutbakon, and Kampung Oktumi—fled to the forest and to Oksibil after Indonesian military (TNI) personnel appeared in the area searching for members of the TPNPB (Tentara Pembebasan Nasional Papua Barat) armed group. On January 18, 2025, and February 22, 2025, the Indonesian military carried out operations in Oksop District, during which civilian residences sustained damage in Mimin village. Since December 9, 2024, military personnel have occupied the GIDI Ephesus temple located in Mimin village and have used it for billeting purposes. Komnas HAM (National Human Rights Commission) recorded a total of 85 cases linked to armed conflict and violence across Papua from January through December 2024. In June 2025, a report arrived stating that eight civilians died in refugee camps located in Kecamatan Oksop, primarily due to lack of access to healthcare. The situation that has developed is characterized by partly contradictory narratives: some sources attribute the flight to TNI presence, while other sources cite intimidation by TPNPB armed personnel as the cause. As a consequence of the security situation, some residents of Kampung Mimin and Kampung Alutbakon have been forced to relocate to nearby villages—Oktumi, Bumbako, Yumakot—and to the center of the Oksibil area. In summary, the Kecamatan Oksop area—and Mimin within it—is classified as a critical security zone from late 2024 through mid-2025; consultation with up-to-date, local sources regarding the precise development of the situation is recommended.

    Tourist attractions

No identifiable, named tourist attraction can be identified from sources within Mimin itself. At the broader Kabupaten Pegunungan Bintang regency level, however, numerous verifiable natural and cultural values have been documented. The Puncak Mandala rises within the regency's territory, making it Indonesia's second-highest peak, with snow found on its perpetually snow-covered summit. The Gua Emok Tum cave in Kabupaten Pegunungan Bintang preserves traces of prehistoric human activity: researchers have identified charred wood fragments and bones of small marsupials within it. Gua Okip is a deep natural cave with distinctive stalactite formations. In the Oksibil area, several waterfalls originating from underground sources are found; among those with documented names are Air Terjun Kolbung, Tembung, Anorbung, Kukop Bung, and Okbon Bung. Culturally, the traditions of the Ngalum tribe constitute the regency's most significant heritage: local communities employ the Appol traditional leadership system, which regulates social order and customary law. Tarian Oksang is a distinctive traditional dance of the Ngalum community, deeply symbolic in character, bearing meanings connected to water and tribal worldview. Oksibil, as the regency's seat, is most easily reached by air from Oksop District; flight schedules to the region's more distant districts are regularly affected by weather, and flights may be unexpectedly cancelled. Due to the security situation, the Kecamatan Oksop area is not currently recommended as a tourist destination.

    Summary

Mimin is a small mountain kampung in Kecamatan Oksop, Kabupaten Pegunungan Bintang regency, in Highland Papua (Papua Pegunungan) province. The regency came into being on December 11, 2002, from the north-eastern districts of Jayawijaya Regency, and in terms of both its natural endowments and infrastructure, it ranks among Indonesia's most isolated highland areas. No independent statistical or tourist source is available for Mimin village; however, at the broader Kecamatan Oksop level, a serious security and humanitarian situation has been documented as persistent from late 2024, which fundamentally impedes the normal conduct of civil life. Kabupaten Pegunungan Bintang as a whole possesses outstanding natural and cultural heritage, but due to accessibility constraints and current security conditions, this heritage can only be approached with limited access and carefully considered precautions.

Oksop – Kecamatan in Pegunungan Bintang Regency on New Guinea, Highland Papua

Oksop is a kecamatan in Pegunungan Bintang Regency, Highland Papua, in the wider Papua region of Indonesia. It sits at approximately -4.4813 latitude and 140.2433 longitude. The regency seat is at Oksibil, where the main administrative offices and concentrated services are located. Pegunungan Bintang Regency forms part of the administrative fabric of Highland Papua, the province that organises local government, public services and spatial planning in this part of the archipelago. Detailed district-specific figures such as area in square kilometres and current population are not independently verified for this guide.

    Tourism and attractions

Oksop is not a stand-alone tourism destination, so its sights and cultural life are best understood through the wider Pegunungan Bintang Regency context. Cultural traditions, religious life and local foodways follow the patterns of Highland Papua as a whole, with markets, places of worship and seasonal events anchoring social life. Daily rhythms in the kecamatan are organised around village markets, fields, fisheries or small workshops rather than ticketed attractions, and travellers passing through encounter warungs, family shops and roadside stands more often than formal tourism infrastructure. The Papuan climate ranges from hot and humid on the coastal plains to cool and frequently misty in the central highlands, with rainfall heavy in most months.

    Property market

There is no published district-level property index for Oksop; the local market is best read through Pegunungan Bintang Regency and Highland Papua as a whole. In a kecamatan of this profile, dominant housing is owner-occupied family housing on village or urban plots, often combined with productive land for crops, ponds, livestock or smallholder estate crops where the setting is rural. Formal subdivisions, ruko (shophouse) rows and small kost (boarding house) projects tend to cluster around the main administrative centre at Oksibil and along the principal inter-regency roads. Land transactions outside the main town are still largely customary, with formal BPN certification concentrated around the regency seat and the better-served road corridors.

    Rental and investment outlook

Formal rental supply specific to Oksop is limited, in line with most Indonesian kecamatan outside the major urban cores. The rental segment is dominated by kost rooms and small contract houses serving teachers, civil servants, health workers, and staff of local cooperatives or shops. In the wider Pegunungan Bintang Regency, rental demand is concentrated around the administrative centre at Oksibil and the main service nodes along the principal road network. Investor options here tend to be productive agricultural or fishery land, roadside commercial plots, and modest residential or kost projects close to the regency seat; RTRW spatial planning and customary land factors should be weighed when sizing horizons and risks.

    Practical tips

Access to Oksop is normally by road from Oksibil; small regional airports and limited road links carry most longer-distance traffic, with weather frequently affecting schedules. Puskesmas (primary health clinics), schools, places of worship and daily markets cluster around the kecamatan office and the larger desa or kelurahan, while hospitals, banks and government offices concentrate at Oksibil or the nearest larger urban centre. Mobile coverage is generally available along main roads but can weaken in side valleys, outlying islands or deep forest. Visitors should observe local customary norms and dress modestly in villages and places of worship. Foreign investors should remember that Indonesian land rules — notably the prohibition on freehold (Hak Milik) for foreign nationals and the use of Hak Pakai or Hak Guna Bangunan structures — apply throughout Pegunungan Bintang Regency.

Endemic plant and animal species form a treasure trove of biodiversity. Highland valleys and rivers are suitable for hiking.

    Culture and Cuisine

Ngalum and other highland Papuan tribes’ culture is defining. Cuisine is Papuan: sweet potato, sago, wild game meat.

Highland Papua (Papua Pegunungan) is the province of the Baliem Valley and Papuan highland cultures. Wamena is the capital and trekking hub; Dani and Lani villages, the traditional "smoke women" custom, and mountain scenery offer a unique experience. The province was created in 2022 when Papua was split.

    Where is Highland Papua?

The province is located in the central highlands of Papua. Wamena is reachable by air from Jayapura (and sometimes Bali). The Baliem Valley is the heart of the province; villages are reached by trekking or local transport. Roads and flights are weather-dependent.

    What to See?

    1. Baliem Valley – Dani and Lani Villages

The Baliem Valley is home to the Dani and Lani people. Traditional round houses, sweet potato gardens, and local markets (e.g. Jiwika) offer an authentic insight. Valley treks can last 1–5 days.

    2. Wamena – Gateway to the Highlands

Wamena is the center of the Baliem Valley, with markets, accommodation, and trek organizers. The city is the starting point for Dani culture. The airport and local infrastructure serve tourism.

    3. "Smoke Women" and Traditional Customs

In Dani communities the traditional "smoke women" custom (women who stay in huts and are exposed to smoke) can still be observed in some villages. Local guidance and respect are important.

    4. Mountain Treks and Viewpoints

The mountains and gorges around the Baliem Valley offer trekking routes. The Wamena–Kurima–Wamena loop and other routes allow 2–4 day treks. The landscape is stunning.

    5. Baliem Festival

The annual Baliem Festival (around August) attracts visitors with tribal games, dances, and (simulated) traditional warfare. Check the exact date in advance.

    When to Visit?

May–October is the drier period; flights are more reliable and treks more comfortable. The August Baliem Festival is popular. In the rainy season flights often delay or cancel.

    How Long to Stay?

    4–6 days recommended:

    • 1 day: Wamena, markets, surroundings
    • 2–3 days: Baliem Valley trek, Dani villages
    • 1 day: other villages or rest
